Frequently Asked Questions
Can you provide a formal quote or proposal for committee approval?
Yes. We can provide a formal written quote or proposal that you can include in your agenda papers, and we are also able to attend council or committee meetings via Zoom or Teams to answer questions from councillors and help support informed decision making.
How do councils budget for your services?
Councils usually draw on a mixture of professional services, training, compliance, community engagement and communications budgets, depending on the specific service they are purchasing. We are always happy to advise on typical budget allocations if this is helpful when preparing reports for members.
Do prices change based on the size or type of council?
No. We offer transparent, fixed pricing for all services. However, we provide different levels and types of support designed specifically for councils of different sizes, which ensures every council can access an option that suits its needs and its available budget.
Is VAT included in the price?
No. Prices listed for all services exclude VAT, which will be added at the prevailing rate at the point of invoicing.
Can we upgrade or change our service later?
Yes. We recognise that the needs of councils evolve throughout the year and we are always happy to discuss how your service can be adapted, expanded or upgraded so that it continues to meet your requirements effectively.
What payment methods do you accept?
Most councils choose to pay by bank transfer following invoice. Some councils prefer to use card payment or direct debit, and these options are also available. We are unable to accept cheques.
What are your terms and conditions, and do you offer refunds?
All of our services are subject to our standard terms and conditions at https://breakthroughcomms.co.uk/terms. Both our Data Protection Toolkit and our Council Communications Toolkit include a 90 day, one hundred per cent satisfaction guarantee so if you are not fully satisfied within that period you can request a refund in line with the guarantee.
Can we trial your services before paying?
No. We do not offer free trials. However, we always take time to understand your council's needs fully before any commitment is made, and we work closely with councils to ensure the service selected is at the right level and provides the right balance of support and value.
Are there any additional costs or optional extras we should be aware of?
No. Our pricing is fully transparent and we do not add hidden fees or unexpected charges. Everything included in each service is clearly outlined in advance so you can budget confidently.
Is there a minimum contract length or notice period?
This depends on the service. One off training sessions, workshops and project based services such as data protection audits, council surveys and communication strategy work do not have any minimum commitment. Council Hive, as well as both our Data Protection Toolkit and Council Communications Toolkit, operate as annual subscriptions but do not require any long term commitment beyond the yearly term.
